Works credit -What is works credit?

Carrying out work on your property is important for its preservation. Few of the properties do not receive even a slight refresh over a 10 year period. The work is a necessity so that living conditions remain optimal throughout the years or quite simply to resell your property at the best price. However, the works represent a cost and are not accessible to everyone. The work loan allows owners with the lowest incomes to benefit from the work they need. The work loan represents a boon for the real estate sector, as well as for any individual wishing to save on their energy consumption or simply wishing to increase their own comfort of life.

As the owner of a property, you want to carry out work in your home but do not have the required amount of money to make your project a reality? In this case, you need to take out a works credit. Learning more about work credit will allow you to know all the mechanisms in place and from which you could benefit, to better manage your work credit application procedures and finally to better negotiate your work credit.

To begin with, you should know that there are two types of work credit:

  • Classic works credit , offered by credit organizations (through assigned works credit or works credit in the form of a personal loan);
  • Helped works credit , set up by the State but offered by credit institutions with which an agreement has been signed.

A work credit consists in making available to you, subject to acceptance by the lender, a defined sum of money, usable at any time with which you can carry out your work. The sum of money made available to you as part of the subscription to a work loan will allow you to finance the carrying out of work by yourself or through a specialized company (masonry, coating, insulation, carpentry, structural work …).

Various services can be financed by the works credit: renovation, earthworks, construction, expansion, insulation or even decoration.

Attention, before any realization of a project requiring a work credit, several criteria must be taken into account:

  • In the case of co-ownership, if the renovation work affects the common areas, permission must be obtained from the other owners.
  • Any creation of a new living area of less than 20 m² with a minimum height of 1.80 m will be subject to a declaration of work (to be requested from the house). As for the creation of more than 20 m², the application for a building permit will be compulsory.

What are the different pieces of information to know before creating an extension?

It is essential to know the different town planning rules that apply to your project. As previously mentioned, you will have to go to the town hall of your town, more precisely, to the town planning department. Note that these rules are different depending on the municipality in which you live. Collecting this information is mandatory to complete your work project. Also, if you wish, thanks to your work loan, to enlarge your home so that it passes to a living area of at least 170 m², you will have no other choice but to call on an architect for the realization of this extension project.

Indeed, work credit exists in many forms. Depending on the importance of the work to be done, a different work credit may be offered. Finally, to prevent possible incidents, borrower insurance will certainly be offered. This insurance generally covers death, disability, temporary incapacity for work and loss of employment.

Different means of financing

Finance work related to energy performance with a work credit

The cost of energy, which is constantly rising, is pushing a large number of owners to carry out work related to the energy performance of their homes. Electricity prices increased by around 2% on January 1, 2016. In order to help these owners to undertake work, the government has set up a works credit adapted to different situations:

  • The zero-rate eco-loan (eco PTZ)

The zero-rate eco-loan is one of the flagship measures of the Grenelle de l'environnement and is considered today as the universal work credit.

This type of work credit is intended for any owner of a dwelling prior to 1990, occupant or lessor, without condition of resources, carrying out a range of eligible work. Per home, only one and unique 0 rate eco loan will be granted. On the other hand, the same borrower can benefit from several zero rate eco loans: one for their own main residence and one for each home. that it leases as a principal residence. Note, the condominium associations can also access this kind of work credit, insofar as the work is carried out on the common areas. Each co-owner can individually apply for an eco-loan at zero rate for the work carried out by the co-ownership.

The maximum amount of this work credit is capped at a maximum of $ 30,000, refundable without interest. The repayment period, for its part, is set at 10 years, and can be extended to 15 years for the heaviest renovation work.

The work must be carried out by RGE companies (Recognized Guarantor of the Environment), except for non-collective sanitation works.

The works financed by this works credit must meet one of the following four conditions:

  • The implementation of a package of works. The works must concern at least 2 of the 6 actions of the following package of works:

• efficient roof insulation,

• efficient insulation of walls facing the outside,

• efficient insulation of windows and doors to the outside,

• installation or replacement of heating or domestic hot water production,

• installation of heating using renewable energies,

• installation of domestic hot water production using renewable energies.

  • improve the overall energy performance of housing

The work in the accommodation which must have been built between January 1, 1948 and January 1, 1990, should make it possible to limit the building's energy consumption for heating, domestic hot water, cooling, as well as lighting. . This work is recommended by a thermal design office. This study makes it possible to calculate the consumption of housing.

The work recommended as a priority must make it possible to achieve a minimum overall performance, expressed in kilowatt-hours of primary energy per square meter and per year (kWhEP / m2 / year):

  • if the home consumes more than 180 kWhEP / m2 / year before work, the work must bring the energy consumption to less than 150 kWhEP / m2 / year
  • if the dwelling consumes less than 180 kWhEP / m2 / year before the works, the works must bring the energy consumption to less than 80 kWhEP / m2 / year.

Note, these thresholds are adjustable according to the climatic zones and the altitude of the accommodation concerned.

  • benefit from aid from the Habiter Better program of the National Housing Agency (Anah) for the fight against fuel poverty

Low-income households who benefit from assistance from Anah's Living Better program can obtain an eco-loan at zero rate to finance the rest of the work.

  • finance rehabilitation work on non-collective sanitation systems that do not consume energy with a ceiling of $ 10,000.

The non-collective sanitation system refers to individual domestic water treatment facilities. These devices relate to homes which are not served by a public wastewater collection network and which must therefore themselves treat their wastewater before discharging it into the natural environment. In this case, the condition of the age of the accommodation (built before 1990) does not apply.

For this type of work credit, the amount of money that can be borrowed varies according to the amount of the planned work expenditure (supporting estimate). Note that this amount is capped by regulations, depending on the nature and scope of the work. For example:

  • The completion of two categories of work in a package of work entitles you to $ 20,000, reimbursable over 10 years;
  • The completion of three categories of work or more than one package of work entitles you to $ 30,000, repayable over 15 years;
  • For sanitation work that does not consume energy, $ 10,000, reimbursable over 10 years.

Finally, within 3 years from the date of granting of this work credit, it is mandatory to submit to the credit body all the elements justifying that the work has actually been carried out.

What are the preliminary steps to obtain this type of work credit?

First, get information from energy information centers, specializing in information and advice services for individuals. These organizations will offer their help free of charge. Secondly, contact several companies and / or artisans. Do not forget that these companies and craftsmen must have the mention "RGE" to be able to claim this type of work credit. You can, at the end, have quotes drawn up to get an idea of the amount of money to be raised. Once your project has been determined, have the form filled out by the professionals appointed to carry out the work and submit it to the credit organization which, finally, will examine your file in order to give a positive or negative response.

NB: subscription to this type of work credit is possible by going to a credit organization with an eco-PTZ form and documents justifying the eligibility conditions. The standard form can be downloaded from the website of the ministry in charge of housing. In addition, for any questions about the energy renovation of your home, a Gray number is available to you: 0 808 800 700.

What is the RGE label?

The RGE label is a guarantee of quality for craftsmen and construction companies, in addition to entitling the individual to certain advantages. To find an RGE professional near you, you can use an online directory available on the official Rénovation Info Service website (www.renovation-info-service.gouv.fr/trouvé-un-professionnel). To do this, all you need to do is indicate your city and your area of work.

  • ANAH grant for home improvement

The National Housing Agency (Anah) is a state public establishment whose mission is to implement the national policy for the development and improvement of private housing. To achieve this objective, this agency grants in particular subsidies for the improvement of the main residences of modest owner-occupiers or rental housing of private landlord owners, in exchange for social compensation.

The assistance from the ANAH (National Housing Agency) concerns three categories of people:

  • Homeowners
  • Landlord owners
  • Syndicates of co-owners (for work on common areas)

To receive an ANAH grant, the accommodation must be completed for at least 15 years by the date the grant agreement is awarded.

What are the conditions for obtaining this type of work credit for owner-occupiers?

To obtain this work credit, the owner-occupant must first of all agree to live in the accommodation undergoing work for a period of 6 years.

Two types of households can claim this works credit:

  • Households with very modest resources
  • Households with modest resources

If the works credit file is accepted, the maximum rate of the subsidy granted to households will depend on this income distinction. The amount of resources taken into account is the sum of the reference tax revenues for year N-2.

As regards the work that can benefit from a subsidy, it may equally well be heavy work for housing in very poor condition, for example, as improvement work.

Heavy or large-scale work projects will aim to correct very significant deterioration in the housing concerned. The grant may then be accepted if:

  • The accommodation is subject to an insalubrity decree;
  • If a professional observes and certifies in an evaluation report (housing degradation assessment grid) that the housing is experiencing very significant degradation.

It is important to note that for this type of project, the ANAH asks for an energy assessment to be carried out since this work is likely to generate energy savings and to make the additional aid “Better living” eligible.

Improvement projects, meanwhile, include:

  • Work for health and safety (excluding heavy work)
  • Work for the autonomy of the person (disability and old age)
  • Work to fight against energy poverty : this energy saving work will make the project eligible for additional aid from the Habiter Mieux program. The project must improve the energy performance of the dwelling or building by at least 25%.

For this type of work credit, the work to be carried out must be equivalent to a minimum amount of $ 1,500 excluding taxes, except for very modest households for which no threshold is required.

The amount of the subsidy is different depending on the nature of the work to be carried out:

Nature of the work

Subsidy ceilings HT ($)

Heavy work (insalubrity, degradation)

50,000

Safety improvement works

20,000

Improvement works for sanitation

20,000

As an occupying owner, you wish to subscribe to this type of work credit, several supporting documents will be required:

  • The identity of the grant applicant
  • Various information concerning the financing of the works
    • Total cost of the work to be done
    • Project management fees
    • Type of funding
    • Total resources

Finally, the payment of the subsidy will be effective once the work is completed. By completing a form, it is possible to benefit from an advance on costs when the work has not yet started. Note, the work must be carried out within 3 years of the decision granting you the grant.

What are the conditions for obtaining this type of work credit for owner-lessors?

First, no resource condition is required by the National Housing Agency. On the other hand, the lessor will have to sign a controlled rent agreement with the ANAH. In return, the owner of the home will benefit from a tax deduction from the gross property income related to the rental. This deduction will be made according to the level of rent requested by the owner: intermediate, social or very social rent.

Regarding the work, the list is the same as that for owner-occupants. Only the grant ceilings are changed:

Nature of the work

Subsidy ceilings HT ($)

Heavy work (insalubrity, degradation)

80,000

Safety improvement works

60,000

Improvement works for sanitation

60,000

Improvement works for accessibility

60,000

Energy performance improvement work

60,000

As a landlord owner, you wish to subscribe to this type of work credit, several supporting documents will be required:

  • The identity of the grant applicant as well as the address of the subsidized accommodation
  • Description and diagnosis of the building (situation before and after completion of the project)
  • Various information concerning the financing of the works
    • Total cost of the work to be done
    • Project management fees
    • Type of funding
    • Total resources

Your request for assistance must be addressed to the Anah delegation of the department where the accommodation is located and only work started after the submission of the subsidy request to the Anah delegation can benefit from assistance.

For this type of work credit, as well as for that concerning owner-occupants, the owner will be required to carry out the work within 3 years after the grant has been approved. Once the work is completed, the invoices for the work carried out must be presented to the delegation of the National Housing Agency (ANAH). Finally, the ANAH will proceed to the payment of the total amount of the subsidy. In the event of a deposit paid in advance, the ANAH will proceed to payment of the remainder due.

What are the conditions for obtaining this type of work credit for owners' unions?

The help of the National Housing Agency concerns co-owners in difficulty: unsanitary housing, in danger, poor security.

To be eligible, the co-ownership must be composed of 75% of main residences. Excluded are offices, shops or second homes. This works credit will prioritize heavy rehabilitation work aimed at making housing in very poor condition, into sanitary housing. However, building accessibility works favoring people with lack of autonomy or with disabilities, may also be eligible.

Once again, the amount of the subsidy will be capped depending on the nature of the work to be carried out (with a minimum amount of 1500 US dollars):

Nature of the work

Subsidy ceilings HT ($)

Heavy work (insalubrity, degradation)

150,000 (per building) + 15,000 (per condominium lot) *

Accessibility improvement works

20,000 (per equipped access)

* A condominium lot is a property located in a condominium building: apartment, cellar, attic, garage, etc.

Regarding the launch and the end of the work, the rules will be the same as those imposed on the other two categories of owners.

To conclude, keep in mind that this type of work credit is not automatically accepted, it is allocated according to the economic, social, technical and environmental interest of the work.

  • Ecological solidarity aid from the Habiter Mieux program

Created by the State and managed by the National Housing Agency, the Habiter Mieux program aims to help the thermal renovation of housing. The beneficiaries of this works credit are only the owner-occupiers or lessors who will have benefited from financial assistance from the ANAH for a works project generating a gain in energy performance. The energy performance gain must reach at least 25% for owner-occupants, and at least 35% for owner-lessors. It is important to note that aid from the Habiter Mieux program cannot be dissociated from aid from the ANAH: these two types of work credits cannot be granted separately.

The amount of aid granted by the Habiter Mieux program may range from 1,500 to 2,000 US dollars:

  • 1500 US dollars for landlord landlords;
  • Up to 2000 US dollars for very modest households;
  • Up to 1600 US dollars for modest households.
  • CITE, Tax Credit for Energy Transition

This type of works credit has replaced the sustainable development tax credit (CIDD). The CITE, renewed for 2017, allows you to benefit from a single tax reduction rate of 30%. No means test is necessary to benefit from this works credit. This type of work credit is available to owner occupants and tenants,

To be eligible for this works credit, work aimed at energy improvement such as thermal insulation and the installation of condensing boilers must be carried out.

What are the conditions for obtaining this type of work credit?

The accommodation in which the work is undertaken must:

  • Building your main home
  • Be completed for more than 2 years

Please note, equipment and materials must be supplied by a company and meet technical performance characteristics.

Here is the list of eligible work under the CITE:

  • insulation of opaque walls (walls);
  • insulation of opaque walls (roofs);
  • insulation of glass walls;
  • protection of walls, roofs or glass walls against solar radiation;
  • heating or domestic hot water (DHW) production equipment running on wood or other biomass;
  • DHW production equipment running on solar energy or with a heat pump;
  • condensing or micro-cogeneration boilers, energy production equipment using a renewable energy source (heat pump, hydraulic or biomass energy, wind energy).
  • thermal insulation of low floors;
  • insulating shutters or entrance doors to the outside;
  • heating regulation and programming;
  • devices for individualizing heating or domestic hot water costs *;
  • thermal insulation;
  • connection to a heating network;
  • carrying out an energy performance diagnosis (DPE) except in cases where regulations make it compulsory;
  • electric vehicle charging station

This works credit covers a maximum of 30% of eligible expenses, knowing that the amount of expenses is capped according to the owner's situation:

  • $ 8,000 for a single person;
  • $ 16,000 for a couple subject to joint taxation.

The amount granted may be greater if there are dependents for the applicant:

  • $ 400 per dependent;
  • $ 200 per child in alternate residence.

The ceiling of this works credit is assessed over a period of 5 consecutive years. For example, for the calculation of the 2015 tax credit, the limit applies to expenses from January 1, 2011 to December 31, 2015.

It is important to keep all supporting documents for the expenses incurred. The tax administration may at any time request invoices from the company that supplied the materials or carried out the work. Also note that the CITE can be combined with the zero-rate eco loan under conditions of resources.

In conclusion, the application for a works credit in order to make energy renovations is undoubtedly a profitable investment. This initial investment will become profitable in the medium or long term. This work will be all the more profitable as energy bills are constantly rising.

NB: The family allowance funds (CAF) offer owners or tenants a work credit for repair, sanitation, improvement or thermal insulation work in their main residence. The loan for the improvement of the habitat (PAH) can reach 80% of the mobilized expenses within the limit of $ 1,067.14 with a rate of 1%, repayable in 36 monthly installments, insofar as the borrower benefits from 'a family service. Please note, this work credit is not granted to people who only receive ALS, APL, AAH or RSA.

Finance expansion and improvement works

  • The mortgage

In the majority of cases, the mortgage is taken out for the acquisition of real estate. However, many homeowners choose to stay in their home rather than move out, and then carry out home improvement work, fit out a new room, or even expand their home. If this is your case, it may be more financially advantageous to include the price of the work in the mortgage from the start of your project. Indeed, it is justified to seek the optimal debt as soon as you take out a loan to acquire real estate, whether it is a house or an apartment.

Refunds must be acceptable and compatible with your personal situation. We remind you that for this, the amount of monthly repayments must represent a maximum of 30% to 33% of disposable income in order to keep enough money aside to live daily, without too much deprivation. If no funding dedicated exclusively to the work is envisaged, you will therefore have no other choice than to request a specific one afterwards. However, if your debt capacity is already reached, the request for a new loan is unlikely to succeed, even if it is an eco-loan at zero interest.

This is why it is wise to integrate the budget necessary for the work into the initial financing plan from the start. Moreover, for any work requiring the loan of a large sum, credit organizations will rather advise the subscription to a mortgage. You thus obtain a larger sum of money and the interest rates are lower than those set up in the context of a consumer credit. Finally, if you have already taken out a real estate loan to finance your investment in real estate, you will have the possibility of globalizing the monthly payments and keeping a reasonable budget.

This type of work credit allows the subsidy of major work, requiring a minimum sum of $ 75,000. The repayment period of the works credit may be spread over a period of between 10 and 30 years. This work must be carried out by professionals. For any owner wanting to do the work themselves, it is wise to take an interest in the conditions under which the credit organization is supported.

Please note, before embarking on and subscribing to this type of works credit, the improvement or expansion project must be clearly defined and certain precautions must be observed:

  • future developments must respect the neighborhood
  • the necessary authorizations from the town hall according to the nature and extent of the work (e.g. building permit)

The advantage of this works credit is that it allows the borrower to benefit from a fairly low overall effective rate. In addition, if the borrower has already taken out a mortgage for the purchase of real estate, the monthly payments may be global. However, it is important to remember that the credit organization requires subscription to death and disability insurance and can also take guarantees (mortgage, surety, etc.). Administrative fees are also charged. As for the early repayment of this work credit, it will result in penalties.

If you wish to subscribe to this type of work credit, several supporting documents will be required.

  • The last 2 tax notices
  • The last 3 payslips
  • The last 3 bank account statements
  • Proof of identity
  • Proof of address

You should know that the more complete your file, the more likely you will be to quickly obtain an answer adapted to your needs.

Please note, it is important to note that in the event that the works credit is requested by a borrower and a co-borrower, supporting documents must be provided for both people.

Finance decoration or development work

  • Work credit in the form of a personal loan (in the category of consumer loans)

The work credit amount in the form of a personal loan can be used as you see fit. Whether it is the purchase of a consumer good or any other service. Work credit in the form of a personal loan, also known as consumer credit, is most definitely the work credit to consider for work that requires only a small amount of money. Offered by all credit organizations and accessible to all (subject to the eligibility conditions of each credit organization), work credit in the form of a personal loan can be taken out for any type of work, whether the work is carried out by a company or not. The amount of this works credit starts at 200 US dollars and is capped at 75,000 US dollars, for a maximum period of 10 years.

If you wish to subscribe to this type of work credit, several supporting documents will be required.

  • La photocopie recto/verso de votre pièce d'identité en cours de validité et de celle de votre cosignataire (le cas échéant)
  • The last three payslips

  • Soit modifier la surface habitable du logement (extension, aménagement, division…);
  • Soit contribuer à l'amélioration, la conservation, l'équipement ou l'assainissement du logement;

  • Cofinoga
  • Casino Bank
  • Franfinance
  • Carrefour Bank
  • Younited Credit
  • Cofidis
  • Sofinco
